What type of leader?

I'm currently reading King Arthur's Roundtable: How Collaborative Conversations Create Smart Organizations by David Perkins. Of course, I see a connection to how leadership should be structured to create better schools. Here's a passage from Chapter 5 on leadership styles.

Marshall led the leadership of British Airways to the conclusion that the problems were not technical matters that could be adequately addressed by tweaking the system but cultural matters that required a large-scale cultural shift toward responsible collaboration and commitment to the performance of the airline.

Too many school board members believe that the problems of school systems are "technical matters" that just need the right tweaking by a really smart, aggressive, take-charge superintendent. If, however, the problems of ALL large school systems are actually "cultural matters" requiring the professional work force (teachers) to make a cultural shift toward responsible collaboration, then it is no wonder that so many systems see a parade of superintendents, each with a new set of answers, and none of which accomplish significant, long-term improvement.
